SUBMISSION ON TRIGG COASTAL BOARDWALK FEASIBILITY STUDY
Thank you for the opportunity to provide feedback on the Trigg Coastal Boardwalk concept. The Friends of Trigg Bushland (FoTB) recognises the City of Stirling’s aspiration to provide community members with an immersive experience in our beautiful coastal environment and support a connection to nature and Whadjuk Nyungar culture, whist being safe and all ability inclusive. However, we are strongly against a boardwalk that traverses the 13 ha Quindalup dune system in the coastal portion of Trigg Bushland Reserve. This submission outlines why we do not support a boardwalk within the dune system, and our desire to support an alternative route that follows the perimeter of the dune vegetation and enhances the connection to the ‘bushland’ section of the Reserve.
About Friends of Trigg Bushland
The Friends of Trigg Bushland is a voluntary organisation that has operated for over 30 years. We have a dedicated and active Management Committee of seven members, and over 100 volunteers and supporters. FoTB has a long-standing partnership with the City of Stirling to contribute towards the management actions outlined in the Trigg Bushland Reserve Management Plan (Natural Area Consulting, 2015). Our key activities include on-ground restoration works, research, and community outreach and education. We have a history of successfully securing funding from Federal, State and City of Stirling grant programs to support activities, and provided a volunteer contribution of 802 hours in 2024/25, valued at $38,500.
We have reviewed all available information on the proposed coastal boardwalk to inform our submission. This includes the Stirling Coastal Boardwalk Feasibility Study (UDLA, July 2025) and vegetation condition mapping (Judy Fisher, October 2024). We have also attended the City of Stirling community consultation sessions and independently facilitated community sessions. We have discussed the proposal with City’s Elected Members, and the volunteer community groups that contribute to the protection and care of this area.
Reasons Against a Boardwalk within the Dune System
Our organisation is strongly against any coastal boardwalk that is located within the 13 ha Quindalup dune system of Trigg Bushland Reserve, for the following reasons:
- Trigg Bushland Reserve (170 ha) is a Class A Reserve and Bush Forever Area 308, representing its significant conservation value. The State Government’s Bush Forever initiative is about ‘keeping the bush in the city’ and recognises regionally significant bushland for protection. Trigg Bushland Reserve has a high diversity of flora, fauna and different vegetation assemblages, including threatened ecological communities. Critically, it contributes to the conservation of biodiversity across the Perth region, with its value extending beyond that of the City of Stirling’s boundaries.
- The dune system proposed for the boardwalk has a unique parabolic structure, which is geologically rare on the Swan Coastal Plain following extensive vegetation clearing and land development. The area is not uniform but a progression of swales and ridges that are stabilised by vegetation. This structure creates unique microclimates and habitat for flora and fauna. We believe that the construction of a boardwalk, even using minimal impact construction techniques, would negatively impact this dune formation through direct damage, and changes to drainage and wind patterns.
- A boardwalk in this area would affect the birds, reptiles and insects that inhabit the area. The boardwalk and nodes represent a significant infrastructure development, bringing in human noise, artificial light and projected shade from the weather protection structures (whale tail or other). These factors impact the movement and behaviour of fauna, including animals that are active at night time.
- There is insufficient width of the coastal dune system to provide the necessary 50 m buffer around the Rottnest Island Pine Threatened Ecological Community. This community exists only in a few remaining locations, placing it at risk of extinction. The Rottnest Island Pines in this area are over 100 years old, with the presence of young seedlings showing population recruitment is occurring. Protection of this community is critical to its ongoing survival.
- A vegetation condition survey has classed 76% of the coastal dune section as being in ‘good’ or ‘very good’ condition, with vegetation structure intact (Fisher, 2024). A boardwalk would increase the ‘edge effect’, resulting in changes to physical and biological conditions that favour threats such as weed invasion. The intrinsic and economic value of this vegetation and the services it provides to our community and environment have not been considered in the feasibility study. The degraded areas are minimal and have high potential to be rehabilitated, further increasing the value of this vegetation.
- The presence of intact, good condition vegetation increases the ability of the coastline to adapt to impacts from climate change, including storm surges and erosion. The proposed boardwalk is located within a high coastal hazard erosion zone. Development in this area would destabilise the dune system and place it under increased risk of coastal erosion.
Support for a Boardwalk on the Perimeter of the Dune System
We support further investigation of Boardwalk Journey A, which is on the West Coast Highway of the dune system area and would have minimal impact through the avoidance of development and dissection of the interior.
We believe that the existing dual use path along West Coast Highway and lookout already provides beautiful views of the dunes and ocean. It is recommended the path is upgraded, with a buffer or barrier against the road to increase user safety. The existing lookout could be enhanced to include environmental and Nyungar interpretive materials, and provide a shade structure.
We believe that the interface between the coastal section of the Reserve and the ‘bushland’ area of Trigg Bushland Reserve could be enhanced to direct people to the existing walk trails within the reserve. This is an opportunity to increase the community’s connection with nature and improve the accessibility of trails that the City seeks to support. The completion of the new interpretive story trail at Trigg Bushland Reserve will further enhance the visitor experience.
Trigg Bushland Reserve is a unique asset for the City of Stirling and covering 170 ha, one of the largest remaining bushland areas in Perth. We ask that the City of Stirling protect its high conservation value and avoids development in the coastal dune area. We look forward to contributing to further discussions on the alignment and design of a boardwalk or enhanced shared path that does not traverse the coastal dune system.

Associate Professor Judith Fisher is regarded as a biodiversity expert and has conducted extensive and longitudinal field assessments within the South Trigg Beach Reserve over the past 15 years.
This event will be held in person at the Guide Hall, Doubleview House Community Centre, 228 Hancock Street, Doubleview. Doors open 12:45 pm.
This is an opportunity to understand the proposed development and reports that have been shared by the City of Stirling, share your thoughts, concerns and, of course, ask questions.

ANNUAL GENERAL MEETING : SUNDAY 27 JULY
The joint Annual General Meetings of the Friends of Star Swamp Bushland and the Friends of Trigg Bushland will be held on Sunday, the 27th of July 2025 at the Henderson Centre (https://www.stirling.wa.gov.au/stirling-leisure/venue-and-facility-hire/henderson-environmental-centre), Groat Street, North Beach.
The event will commence around 1.30 pm and finish around 4.30 pm and include the presentation of reports and election of committee members plus a guest speaker, Dr Jane Chambers.
Dr Chambers is a Senior Lecturer and Director of Naturelink Perth at Murdoch University and has oversight of the Naturelink monthly email magazine as well as the NatureLink Perth project and Creating a Naturelink in Balga initiative (https://www.naturelinkperth.org/resources/)

Sunday 30 July 2023: AGM and guest speaker
Did you know that over 90% of all animals on earth are invertebrates? They are critical to healthy functioning ecosystems, and there is an amazing variety of species. However, due to human impacts, the populations of many invertebrate species across the world are now in rapid decline.
Our guest speaker, David Knowles of Spineless Wonders, will share the wonderful world of invertebrates in our local bushland reserves and discuss how we can help protect them. David’s passion for insects started as a child, when he would fossick for insects and reptiles in the lush rain-forest gully behind his grandparent’s home in Brisbane. David is a recognised invertebrate expert and is widely published. He has completed many invertebrate inventory surveys in the wider Perth region, and has traveled widely throughout Australia and South-east Asia capturing beautiful photographs of wildlife.

Saturday 29 April 2023: Guided Walk
Guided walks in Trigg Bushland are held only when there is a fifth Saturday in the month, making them quite special.
The next guided walk is on Saturday, 29 April 2023 commencing at 8:00 am from the south side of St Mary’s Anglican Girls’ School (free parking available off Elliott Road). See the map below and look for the banner!
Walks usually last two hours, or more, but, of course, you can leave at any time. The walk is at a gentle pace on established paths. Bring your hat and water bottle as well as your camera and binoculars. Covered shoes and long pants are recommended.
Children are welcome. It is a good learning opportunity for all of us.

Meet other nature lovers.
Please wear long pants, closed in shoes and sun protection.
The Friends of Trigg Bushland will provide watering cans for both adults and kids.
Meet opposite 46 Peet Crescent at 8:00 am. Look for the banner! If possible please do not park on the verge. Note this is the last day of The Aussies Surf Lifesaving Championships at Trigg and Scarborough and parking may still be at a premium.

The Friends of Trigg Bushland have partnered with the Friends of Star Swamp and the Urban Bushland Council to host a Wildflower fiesta this spring! Please join us for this family friendly event at the Henderson Education Centre, located in Star Swamp bushland. We look forward to seeing you there.

The Friends of Trigg Bushland monitor groundwater levels monthly at six sites in the bushland.
The location of the sites is shown below. The table shows the results from September this year and compares it to the previous month and the same time last year. The figures show the distance from ground level to the watertable.

Sunday, 25 July 2021: Friends of Trigg Bushland and Friends of Star Swamp Bushland Annual General Meeting, 1.45 – 4.30 pm, Henderson Environment Centre, Groat Street, North Beach.
We were delighted to have author and historian Chris Holyday as our AGM Guest Speaker. Chris published ‘Between Beach and Bush: Remember old North Beach, Trigg and Watermans Bay’ in September last year. The book covers over 100 years of history, from the First Nations’ camps at Star Swamp, homes built by early pioneers, local shipwrecks and convicts, early transport, and many other interesting events and people that shaped our suburbs.
